As a small business-focused agency of local City government, Portsmouth Economic Development promotes equal access to procurement opportunities for all enterprises and helps position businesses and aspiring entrepreneurs to take advantage of local opportunities, and grow their businesses beyond Portsmouth.

Our office provides help with SBA services including funding programs, counseling, federal contracting certifications, and disaster recovery. We can also connect you to our partner organizations, lenders, and other community groups that help small businesses succeed.


ODU Veteran's Business Outreach Center

The Old Dominion University Veterans Business Outreach Center (ODUVBOC) exists to provide entrepreneurial development services to eligible veterans who own or are considering starting a small business. ODUVBOC serves Federal Region III which includes Virginia and West Virginia.
